Brief Biography

Carlos de la Torre is a former revenue advisor with the State Government of Madhya Pradesh, India and with the Ministries of Finance of Cambodia and Indonesia. He has led and participated in over 60 advisory assignments supporting central and state government reform initiatives in the Americas, Africa, Asia and the Middle East. He holds a master’s degree in public policy from Georgetown University in Washington, DC and he was a SPURS Research Fellow during the 2014-15 academic year with the Department of Urban Studies and Planning at MIT.

As a MSCP Research Fellow, Carlos focuses on consumer and producer energy subsidies in Malaysia as examples of how opportunities can be seized and what challenges remain in these areas.
