Brief Biography

Dr. Fan Tu is currently an associate professor in Zhejiang University of Technology, School of Economics and Management.  She has 20 years practical experience in land planning and land policy area, having worked for both government and academic institutions in China.  She was a Humphrey fellow from 2010 to 2011at the Massachusetts Institute of Technology under the sponsorship of the United States Department of State. In 2011 and 2012, she worked for the World Bank Institute on its global eLearning course, “Sustainable Urban Land Use Planning”. In 2012, She was also an international fellow at Lincoln Institute of Land Policy for the project, “Dealing with “Small Property Rights” in China – A Comparative Perspective”.  Dr. Tu is the author of many policy and academic papers published in Chinese and English.

Promoting Urban Sustainability through National Green Technology Policy: A Case Study of Malaysia

Malaysia has experienced considerable physical, economic and social transformation during the last several decades. The rapid pace of globalization and economic restructuring has caused city-regions to feel the impact of industrial transformation such as increasing operation costs and global competition from other fast growing developing areas.  In order to reduce these pressures, Iskandar Malaysia, an important economic corridor region in the southern part of peninsular Malaysia, has advocated green approaches to industrial transformation in order to promote urban sustainability.

Through a review of the current land use regulatory tools in Iskandar, Malaysia, the National Green Technology Policy 2009 has been at the heart of the industrial transformation discussion. This research is an empirical analysis of the impacts of the National Green Technology Policy on industry in Iskandar Malaysia. Based on interviews and questionnaires with individual industrial enterprises, the research uses factor analysis and regression models to define industrial transformation and the factors influencing this process. Policy prescriptions will be put forward to promote green technology in order to accelerate economic growth and sustainable industrial transformation.
