Brief Biography

Dr. Jose A. Puppim de Oliveira focuses on policy and governance. His scholarship touches on planning, environmental policy, development studies, business and society, public administration, urban studies and governance. He is particularly interested in institution building and policy implementation across different levels, such as the way global institutions link to local governance and action. His work has been based in over 20 countries to date, across all continents.

Prior to becoming an MSCP Scholar, Dr. Jose was a Senior Research Fellow at the United Nations University in Tokyo for seven years. He served as Assistant Director of the Institute of Advanced Studies in Yokohama, Japan between 2009 and 2014. Dr. Jose has worked at the University College London (UK), the Brazilian School of Public and Business Administration of the Getulio Vargas Foundation and at the University of Santiago de Compostela as a European Commission’s Marie Curie Fellow. He has advised and consulted for several organizations including OECD, the World Bank Institute, various state and national governments, nongovernmental organizations as well as small and large firms in the private sector. Dr. Jose holds a degree in Engineering from the Aeronautics Technological Institute, Brazil, a Master of Regional Planning from Hokkaido University, Japan, and a PhD in Planning from the MIT. He has written many publications and is chief editor of the journal Public Administration and Development (PAD, Wiley-Blackwell).
